The author of 'Methods to Identify Corruption' has tried to say about some methods of measurement of national
corruption, because thus far, the information available to USAID has been inadequate to phenomena.
There are a few broad indices that purport to describe the general degree of corruption in a country, such as the World Bank Institute's
indicator and Freedom House's of Corruption scores.
Author thinks: "While all of these indices provide background (only !, A.B.) information about the state of corruption, they provide
little actionable data . This approach is likely to yield information that is incomplete, and limited to a capital of country."
But he seeks methods of additional corrections of such indexes by a qualitative approach. And we have seen a new discourse,
but did not found common view into problem of identification corruption.
Of course, the collection of increasingly precise information is significant condition.
Author says exactly: "Local counterparts are invaluable and should be involved at every stage of the expert evaluations.
The experience shows that clients are more reliable interviewees - they are less "reticent" than officials".
And he note finally, that programs must incorporate monitoring and evaluation criteria.
But, the devil lies in other details.
We don't have exact criteria in WBI multi-value indicator or Ram Kumar Phuyal discourse too. Why? Number of these values is large. Where main is?
Corruption is present in any national socium.
Horror of corruption is :
at first, quantity of people from government servants in this dark systems,
second, value of money in this dark flows,
and, ultimate significant criteria - 'would citizens or firms realize free their right possibilities without corruptional supports ?'.
Next stage of corruption is tight invasions of partial corruptional systems into criminal systems.
So, let's seek new-rich public servants, giant gray-money flow and special-building barriers.
P.S. Possibilities for any views and discussion board of ST magazine via Internet was very difficult and was filled
